PROGRAM DIRECTORY OVERVIEW
LAArtsEd.org is Los Angeles County's first interactive website that supports the arts education needs of educators, community stakeholders and policy makers by providing centralized access to the tools and information necessary to achieve sequential K-12 arts education., The Program Directory, launched in February 2004, centralizes access to quality, approved, K-12 arts education programs that meet the Content Standards for California Public Schools, which include the Visual and Performing Arts Standards, for 94,000 teachers and school administrators throughout the County's 81 school districts. The directory enables educators to strategically search for arts education programs by arts discipline, subject area, grade level, program type, and cultural origin.

- an electronic booking form to facilitate communication between educators and arts education providers
- an electronic feedback form for users to evaluate the site
In order to be listed on the site, arts organizations and artists must submit an electronic application form, all required supplemental materials, and be approved by a peer panel comprised of arts organizations, artists, educators and parents. This project is made possible through support from Los Angeles County.
LAArtsEd.org also includes a searchable database of tools and resources for developing sequential arts education programs and Designing the Arts Learning Community: A Handbook for K-12 Professional Development Designers, a resource and searchable database of national professional development providers. Overtime, the site will expand to include searchable databases on:
1) professional development opportunities for educators and arts education providers;
2) funding resources for school districts and arts education providers; and
3) research demonstrating the impact of the arts.
LOS ANGELES COUNTY ARTS COMMISSION & ARTS FOR ALL
The Los Angeles County Arts Commission was established in 1947 to foster excellence, diversity, vitality, understanding and accessibility of the arts in Los Angeles County. The Commission provides leadership in cultural services for the County, including information and resources for the community, artists, educators, arts organizations and municipalities. The Arts Education Program Directory is an essential component of this mandate.
The development and implementation of LAArtsEd.org is a key strategy for the Los Angeles County Arts Commission in Arts for All: Los Angeles County Regional Blueprint for Arts Education, a plan which provides a series of policy changes and educational initiatives creating systemic change and institutionalize arts education in each of the 81 school districts in Los Angeles County. The Regional Blueprint, which is the result of a year-long, community-based strategic planning process, was adopted by the Los Angeles County Board of Supervisors, the Los Angeles County Arts Commission and the Los Angeles County Office of Education in August and July 2002 respectively. Over one hundred diverse stakeholders, including the Arts Commission and the Los Angeles County Office of Education, have agreed to work together under the umbrella of a County Task Force on Arts Education to implement the various strategies in the Blueprint. COMMISSION STRUCTURE:
The Commission, an advisory group to the County Board of Supervisors, consists of up to 15 members, three members appointed by each of the five Supervisors. Most general meetings of the Commission are held at the offices of the LA County Arts Commission according to a published schedule and are open to the public. A complete list of the 15 Commissioners and the district they represent may be found on the website, under About Us - Commission Structure. OTHER PROGRAMS:
The Arts Commission has other programs available to arts organizations, including the summer Arts Internship Program, Civic Art, Holiday Celebration, Organizational Grant Program, and the Ford Summer Season. ELIGIBILITY
WHO MAY APPLY:
Arts organizations and individual artists working in all artistic disciplines, including dance, literary arts, media arts (film, video, electronic media), music, storytelling, theater, visual arts, and any combination of these disciplines (multidisciplinary) that:
- Have arts education programs that address elements of the Content Standards for California Public Schools, which include the Visual and Performing Arts Standards.
- Have school-based programs that occur during the traditional school day, on or off school grounds, year-round.
- Have schools purchase programming from arts education provider.
- Have previous experience in a K-12 setting that demonstrates experience working in a school-based setting.
- Comply with all applicable federal, state, and local laws and ordinances, including but not limited to those which bar discrimination on the basis of race, color, national origin, sex, age, or disability.
- Comply with Fair Labor Standards and pay professional performers, artists, and supporting personnel at least the minimum level of compensation paid to people employed in similar activities.
Please note that arts organizations and individual artists meeting these minimum eligibility standards and/or approved for other directories or rosters are not automatically qualified for approval for the Program Directory. Approval of programs is contingent upon a peer panel review comprised of arts organizations, artists, educators, and parents.
INELIGIBILITY:
- Programs that occur outside of the traditional K-12 school day, including after school programs.
- Programs that are offered for free.
- Organizations whose primary mission is to raise funds.
- Students groups, recreational or social organizations.
- Social service or welfare organizations.
- Organizations not open to the general public.
- Programs of a religious nature that are designed to promote or inhibit religious beliefs and/or practices and which have no underlying secular theme or topic.
ARTS EDUCATION PROGRAM DEFINITIONS
The following descriptions highlight four different program categories for which arts organizations and artists may apply. Please note that arts organizations and artists can submit multiple programs within a single application.
| PERFORMANCE |
A performance fits into a 45-60 minute time frame (the length of a typical school assembly program). All performances must include student interaction, involvement and engagement through a lecture and/or demonstration component and must be accompanied by study guides for the teacher. |
| WORKSHOP |
A workshop includes one to four sessions with a group of students. Workshop programs must be hands-on with students directly involved in the creative process. A workshop can include a field trip and/or performance and must be accompanied by a lesson plan. |
| RESIDENCY |
A residency includes five or more sequential sessions working with the same group of students each session for in-depth experiences The residency must be hands-on with students directly involved in the creative process. A residency can include a field trip and/or performance and must be accompanied by a lesson plan. |
| FIELD TRIP |
A field trip involves working with a group of students off school grounds. Field trip programs must include interactive, instructional activities with students directly involved in the creative process and must be accompanied by study guides for the teacher. |
REVIEW CRITERIA
All applications will be reviewed by a peer panel comprised of arts organizations, artists, educators, and parents using the following criteria:
ARTISTIC QUALITY:
The artist/organization is well versed in their artistic discipline. The application, credentials of the artists or administrators and artistic documentation – video and/or audio excerpts, photographs, etc. -- demonstrate a high level of artistic quality and skill.
EDUCATIONAL MERIT:
The program objectives are clear and the application includes clear knowledge and understanding of how programs meet the Content Standards for California Public Schools, which include the Visual and Performing Arts Standards. Lesson plans demonstrate sequential units of instruction including the name of the arts education provider, the lesson’s goal, student outcomes, connections to the Content Standards, student activities, materials and supplies, and assessment for EACH unit of instruction. Study guides are designed to help teachers understand and prepare students for the program.
EVIDENCE OF CAPACITY TO CARRY OUT PROGRAM:
The artist/organization has experience in presenting K-12, school-based programs. The application demonstrates the ability and knowledge of the artist or the administrative staff to effectively implement the program.

Consider editing and completing your responses to the application questions in a word processing document first and then logging into the application and pasting your responses. In case of technical difficulties, this will insure you do not lose your application information.
Arrange materials in the order below and rubber-band materials together.
All materials, where appropriate, must be on standard white 8.5 by 11" paper, suitable for photocopying.

Study Guides:

- Study guides are designed to help teachers understand and prepare
students for an arts education program in order to enhance and expand
the educational impact of a program on students.
IMPORTANT- FORMATTING REQUIREMENTS:
- Study guide formatting includes the name of the arts education provider, brief background of the arts education provider, program summary, program objectives, including description of connections to Content Standards for California Public Schools, brief overview of art form, vocabulary words, pre activities for preparation and post activities to expand on the program after its completion (these can be in the form of questions, recommendations for learning activities, etc.) and resources for expanded learning.
Lesson Plans:
(Workshops and Residencies only)
- Lesson plans outline the sequential units of instruction for multiple
classroom visits and also help teachers understand and prepare for the
arts education program.
IMPORTANT- FORMATTING REQUIREMENTS:
- Lesson plan formatting includes the name of the arts education provider, the lesson’s goal, learning objectives, connections to the Content Standards, student activities, materials and supplies, and assessment for EACH unit of instruction.

6. Assesment Tool Sample (1 copy,

Assessment tools measure students’ ability to directly demonstrate understanding of lesson plan learning objectives at various levels of proficiency, communicating what would be observed in excellent or advance work as well as in work that is proficient or not proficient.
IMPORTANT- FORMATTING REQUIREMENTS:
- Assessment tool formatting includes the name of the arts education provider, name of the lesson plan, the lesson objectives and criteria for the task. Examples include but are not limited to reflection questions, rubrics and/or final project/performance description and criteria.

7. Photograph (1 Copy)
Photographs should help describe and enliven the arts organization, the artist, and/or the program offered. If an arts organization or artist is approved for the Program Directory, the photograph will be included on each program page(s) of the arts education provider. One photograph is required for all applications, and it is optional to add additional photographs (up to one per program). Please identify the corresponding program name on the back of each photograph if not submitted online. Photographs can be submitted in the following formats:
- Digital images submitted online in JPEG (.jpg); Pict (.pic); Bitmap
(.bmp); or GIF (.gif) formats. Please submit the highest quality resolution
and largest dimension that is available.
- Color photograph high quality print no larger than 8.5 x 11 inches.
- Black & white high quality print no larger than 8.5 x 11 inches.
The Arts Commission reserves the right to crop or re-size images in order
to fit properly in the web page.
The Los Angeles County Arts Commission is facilitating the distribution
of the photographs via the Program Directory. Arts organizations and artists
submitting photographs certify that they have secured any and all necessary
rights and are not using commercial images that require a license.
The arts organization and artist remain the sole copyright owner of the
submitted material. Do not submit original,
single copies as images will not be returned.

8. Video (1 digital file on CD-ROM or USB drive or DVD)
Videos should be a good representation of the program(s) applying to be part of the Program Directory, highlighting the arts organization or artists working in a school-based setting and/or engaging students in the artistic process. If the arts organization or artist is approved for the Program Directory, this video will be included on the site for educators to access. Videos should be up to one minute in duration and edited with either track/chapter numbers or in and out points specified if submitted source material in fact runs longer than one minute. Videos should be submitted on CD-ROM or via a USB drive as a .WMV, .MOV, or .MPG file. Videos will also be accepted on DVD. The Arts Commission reserves the right to edit videos for the purposes of the website.
The Los Angeles County Arts Commission is facilitating the distribution
of the video material via the Program Directory. Arts organizations and
artists submitting videos certify that they have secured any and all necessary
rights, parental releases and are not using commercial video/music that
requires a license.
The arts organization and artist remain the sole copyright owner of the
submitted material. Do not submit original,
single copies as DVDs and CD-ROMs will not be returned.

9. Artistic Work Samples (1 copy)
Work samples should demonstrate the provider's artistry or expertise in the arts discipline. Select the audio/visual material that is the most appropriate for the discipline.
Visual Arts and Media Arts
Slides or Photos- Submit no more than TEN 35 mm slides or 8 x 10
photos of work. Number sequentially, top indicated, and label each slide
or photo with the name of the applicant and identify artist(s).
Music and Media Arts
Compact Disc/Audio Cassette Tape- Submit at least ONE audio-based
sample. Label with name of provider and identify artists. Include length.
The recording should be within the past year. If providing a cassette tape,
cue to the appropriate start point. If providing a CD, please indicate track
number.
Literary Arts
Books/Publications- Submit no more than FIVE published poems, books
and/or articles on non-technical subjects.
Theatre, Dance, and Media Arts
Digital Media- Submit digital documentation via CD-ROM or USB drive as a .WMV, .MOV, or .MPG file, playable on Windows XP platform, including Windows Media Player, RealPlayer, and Quicktime Player. Videos will also be accepted on DVD

RETURN OF MATERIALS:
Please note that application supplemental materials will NOT be returned.
APPLICATION PROCESSING, APPROVAL & DURATION
PROCESSING:
If an application form is incomplete, late, and/or all required supplementary materials have not been submitted by the postmarked deadline, the application will be considered ineligible and will not be sent to the panel for review.
REVIEW AND APPROVAL:
Arts Commission staff reviews applications for eligibility. A peer panel reviews all eligible applications. Recommendations are forwarded to the Commission staff for final approval. Please note that approval for the Program Directory does not guarantee school bookings.
Notifications will be made by December 2009, after the peer panel application review.
DURATION:
Programs approved for the Program Directory are reviewed by Arts Commission staff members every 4 years. After that time period, if the program does not meet current eligibility criteria, the program will be required to submit an updated application that will be reviewed by a peer panel for final approval.
During the 4 year period, if any logistical changes have taken place (within staff, administration, financial condition, etc.) that would affect the arts education program, the Arts Commission must be notified immediately. Arts organizations or artists must submit the Program Update Form for logistical program updates. Approval of these updates will be by LACAC staff review. The Program Update Forms are available online at http://www.laartsed.org/docs/updateform.pdf. Failure to do so will result in immediate suspension from the Program Directory. The Commission reserves the right at its discretion to require a full application of an arts organization or artist at any point during this four year period.
A shift in the scope of existing programs (audience or grade served, application of the standards, program format or subject, etc.) or the addition of new programs requires the submission of a new application to be reviewed by the peer panel. Applications for new organizations or new programs will be accepted annually during the open enrollment period.
If a program is not approved by the peer panel, arts organizations and artists will have an opportunity to participate in the Arts for All Artist Training Program and submit a full application the following year. ACKNOWLEDGMENT
All arts organizations and artists with approved programs are required to acknowledge and link to LAArtsEd.org through the inclusion of the Program Directory logo and/or credit text on all appropriate educational programming materials, including education web pages. The purpose of linking back to the Program Directory is to increase the websites traffic, visibility and use. While maximizing exposure to the website, linking also provides an accurate picture of the entire Los Angeles County arts education community's commitment to standards-based school-day programming. LEGAL COMPLIANCE
All arts organizations and artists providing services on LAArtsEd.org are responsible for satisfying applicable laws or policies related to providing educational services, which may including, but are not necessarily limited to, obtaining live scan or other criminal background clearances and documenting health status and the absence of communicable disease.
